As shown in the graphic below, the Gibsonton Drive project has completed the PD&E Study phase<\/strong> of the FDOT\u2019s 5-step transportation project development process. A PD&E Study is the FDOT\u2019s process for adhering to the National Environmental Policy Act (NEPA) and involves a range of engineering and environmental analyses and public involvement.<\/p>\n

A PD&E study assists the FDOT Office of Environmental Management (OEM) to determine the location; conceptual design; social and economic, cultural, natural and physical environmental effects of the proposed project. During the PD&E Study, \u201cBuild\u201d alternatives are developed and evaluated based on safety measures, environmental and engineering analyses, and public input. In addition, the \u201cNo Build\u201d alternative remains a viable option throughout the PD&E Study phase.<\/p>\n

If the study results in a \u201cBuild\u201d alternative being selected, and funding is available, the project may proceed to the design phase.<\/p>\n

Five Steps in the Transportation Development Process<\/h2>\n

  1. Long Range Planning:<\/strong> The FDOT and local agencies conduct long-range transportation planning on an ongoing basis to identify and prioritize projects.<\/li>\n
  2. Project Development and Environment Study:<\/strong> As described above, the PD&E Study phase involves conceptual engineering, environmental evaluations, and public involvement. It is during this phase that alternatives are evaluated; if a \u201cBuild\u201d alternative is selected, and funding is available, the project would move into the design phase.<\/li>\n
  3. Design:<\/strong> During the design phase, construction plans are prepared.<\/li>\n
  4. Right-Of-Way Acquisition:<\/strong> This phase entails the purchase and acquisition of right-of-way, if needed.<\/li>\n
  5. Construction:<\/strong> The roadway is built during this phase.<\/li>\n<\/ol>\n
