The US 41 Project Development & Environment (PD&E) study process provided many opportunities for the public to view information about the project and to comment on the proposed improvements.
Virtual Project Update
The Florida Department of Transportation (FDOT), District Seven, will hold a virtual project update to present information and gather feedback concerning the US 41 PD&E Study from Kracker Avenue to south of SR 676 (WPI No. 430056-1) in Hillsborough County.
FDOT conducted the PD&E study to evaluate the potential environmental, social, and cultural effects of widening US 41, and a State Environmental Impact Report (SEIR) was prepared and approved by FDOT on January 12, 2017. The FDOT is now pursuing federal eligibility for this project since approval of the SEIR. This will result in updated and additional analyses, as well as the preparation of a Type 2 Categorical Exclusion (CE).
The proposed improvements include widening the roadway from four to six lanes, replacing the bridges over Bullfrog Creek and the Alafia River, making operational improvements at key intersections, installing bicycle and pedestrian facilities, and constructing necessary pond sites.
Updated project materials including maps, graphics, and other information will be available for review on the Virtual Project Update page from January 9, 2026 through January 30, 2026. Project materials may also be viewed by contacting the FDOT Project Manager, Anna Geismar, at the information provided below.
Public participation is held without regard to race, color, national origin, age, sex, religion, disability, or family status.

Public Hearing – January 26, 2016 for State Environmental Impact Report
The Florida Department of Transportation (FDOT) District Seven held a public hearing for a Project Development and Environment (PD&E) study for proposed improvements to US 41 in Hillsborough County, Florida on January 26, 2016. The public hearing was held to allow interested persons an opportunity to provide comments concerning the location, conceptual design, and social, economic, and environmental effects of widening US 41 from Kracker Avenue to south of SR 676 (Causeway Boulevard), a distance of approximately 7 miles. The widening of US 41 is proposed as a six lane divided roadway with pedestrian and bicycle facilities.
Department representatives were available at the public hearing beginning at 5:30 pm to answer questions and discuss the project informally. Draft project documents and other project related materials were displayed, and a PowerPoint presentation ran continuously during the open house. At 6:30 pm, FDOT representatives began the formal portion of the hearing, which provided an opportunity for attendees to make formal oral public comments. Following the formal portion of the hearing, the informal open house resumed and continued until 7:30 pm. A court reporter was available to receive comments in a one-on-one setting. Summaries of the hearing are included in the Final SEIR, Final Comments and Coordination Report and Final Preliminary Engineering Report, all of which are located on the Project Documents Page and also below.
